This position is located with the U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Department of Safety, Technology, and Emergency Preparedness in Atlanta, GA.

As an Information Technology Specialist, he/she is tasked to analyze/perform work necessary to plan design, develop, test, implement, integrate, maintain or modify systems for solving problems in accomplishing work processes. 

The full performance level for this position is at the GS-12.

Duties

The incumbent erves as the OASAM Information Technology Specialist who oversees the installation, maintenance and operation of the Department's regional communications networks, both regional as well as those which are integrated with the nationwide network.

He/She assumes responsibility for providing support of system hardware and software installations; data flow capacity; etc. He/She provides oversight for the regional network servers to (1) serve and control network workflow, (2) to house and effectively execute shared software and (3) to house and effectively disseminate shared database files.

The incumbent serves as a member of the National Office Back-up Disaster Recovery Site,  Atlanta Emergency Response Team, particularly in IT infrastructure and facilities support for national and regional Continuity of Operations Plan (COOP).  In case of an emergency that requires involvement of the Atlanta OASAM and impacts the Atlanta region, the incumbent will affect IT advance preparation procedures in accordance with guidance, documentation, and direction from emergency operations staff.

He/She serves as Atlanta OASAM Technical operation specialist of the consolidated DOL computer center by performing or directing site planning, preparation, and installation of computer equipment - including network servers and other hardware, cabling, air conditioning and electrical systems, space allocations, safety, and physical security.  Coordinates site operations with serviced and co-located agencies, providing technical expertise to maintain system compatibility and connectivity and monitoring vendor performance.

The incumbent analyzes Employee Computer Network (ECN) shared-software specifications including the interpretation of training for OASAM ECN end-users. Periodically meets with users to discuss, analyze and identify automation needs and provide recommendations for automating manual processes via the use of existing software or to apply new software applications.  As required, develops software applications for the organizations serviced which requires expertise in the use of off-the- shelf software applications such as MS Word 2003, MS Excel 2003, and MS Access 2003 etc.

­The incumbent troubleshoots software problems and provides technical advice and assistance to end-users.

­He/She maintains technical expertise regarding state-of-the-art software applications used by DOL to explore future use and/or to provide orientation to users.

He/She supports the design, implementation and maintenance of a comprehensive IT security and emergency recovery/restoration system. Ensures that all standards for backup processes are established and maintained for both networked systems and individual personal computers.

­The incumbent ensures that access to databases, other computer files and hardcopy output is restricted in accordance with the Privacy Act and Department regulations. Assumes responsibility for the Information Technology internal controls program thus insuring that proper computer security is maintained.

­As assigned, performs site planning, preparation and installation of computer equipment, including, but not necessarily limited to, assessing hardware cabling, electrical requirements, network serves, air conditioning requirements, space allocations, employee safety concerns and physical security, etc. Analyzes, evaluates and makes recommendations on all requirements for modems, lines, personal computers, and related technical equipment and IT services within the Regional Office of OASAM. Assures that proposals are consistent with the Department's plans and budget constraints. Develops supplemental analyses and other supportive documentation, as appropriate.

­The incumbent evelops and provides training on various software applications and systems.

He/She provides technical advice designed to ensure initial and continuing connectivity to a wide range of geographically dispersed offices by supporting and maintaining a variety of system capabilities, e.g., name service, server integrity, etc. Serves as the principal advisor in the establishment of client agency networks by monitoring inter-regional connectivity and coordination vendor contract services.

­He/She provides continuous liaison and technical assistance to regional managers relative to regional problems, current/proposed capabilities, systems processing and enhancements which are needed to improve the effectiveness of management. Studies current systems operations and makes recommendations for improvements based upon available resources.  Conducts regional systems tests when requested by the Information Technology Center (ITC) or as required by Departmental standards. Designs audit routines to test data integrity and the reliability of information systems. Evaluates the adequacy of controls as reflected in policies and practices of the IT operation. Prepares reports, in layman's terms when applicable, which identify problems and proposed changes.

The incumbent provides oversight and direction for the daily operation of the ECN site and monitors the performance of contractors and vendors to assess conformance with contract work involving the ECN configuration and telecommunications facilities which support multiple systems. These systems use interactive personal computers, and/or gateways for on-line processing, data entry, electronic mail, files transfers, database software and word processing, etc. Assures that priority schedules are maintained and maintenance on the equipment is performed at scheduled intervals.

­Additionally, the incumbent attends meetings, conferences and serves on task forces, as assigned, provide information on current and future IT issues.  He/She prepares written reports which document the workload status of problems and provide recommendations to management for improved processes, procedures and policies for subsequent review/consideration.

The incumbent develops Regional IT training calendar, provide classes for users, review data from the training provided, and coordinate with Regional Training Officer on IT training needs.

Performs other duties as assigned.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.  GS-9 for the GS-11 and GS-11 for the GS-12.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Examples of qualifying experience include:

Mastery of a specialty area (e.g. applications system designs, database management, IT equipment analysis, system software design), or comprehensive knowledge of Federal ADP (i.e., the incumbent functions as a technical expert in either a specialty area or as a general data processing expert covering a wide range of technology and applications).  Specialized experience with the following system/software: COM vault tape backup system, BMC Remedy system, DRA Account and Resource Administrator software, RSA Authentication Manager Software, and Microsoft Remote Desktop, and Remote Assistance. Develops and teaches end user on Microsoft office suites products.
Education may be substituted for specialized experience as follows:

At the GS-11, a Ph.D. or equivalent doctoral degree or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

There is no substitution of education for experience at the GS-12.
